Combine an egregiously user-unfriendly legacy with clueless government bureaucrats, and is it any wonder the U.S. lags behind the likes of Estonia when it comes to Internet voting? But more to the point, outdated rules legislated decades ago continue to hamper elected representatives from more actively communicating with their constituents in a fruitful dialog.
