99%?

"IFPI said that more than 99 percent of all music files distributed in China is pirated, and the country's total legitimate music market, at $76 million, accounts for less than 1 percent of global recorded music sales." Yes, pirating is high in China, but 99%??? And this number (unsupported) from an industry who is not trusted and is known to lie and/or misrepresent facts? Hard proof? I would say (purely uneducated estimate) piracy was closer to 70%, IF that high. If 99% is true, boy the music industry has a lot of money they dream of, but maybe the 99% of people are sending a message they don't want to pay for it at the current prices?
